In 2024, California approved Senate Bill (SB) 1266 (Chapter 790), expanding existing restrictions on bisphenol A (BPA). Previously, BPA was limited to 0.1 ppb in bottles and cups intended for infants and young children.
Effective January 1, 2026, the revised law prohibits the use of all bisphenols in juvenile feeding bottles and juvenile sucking or teething products above the practical quantitation limit (PQL), the lowest concentration that can be reliably measured using standard laboratory methods.
The update clarifies that ‘bisphenols’ include a broad range of substances beyond BPA, such as bisphenol S (BPS), bisphenol F (BPF) and related compounds. The California Department of Toxic Substances Control (DTSC) has confirmed that the PQL for BPA remains at 0.1 ppb and is continuing work to establish limits for additional bisphenols.
The new requirements apply to stakeholders across the supply chain, including manufacturers, importers, distributors and retailers of affected juvenile products.
