Consultation on New Definitions for Indian Food Packaging Legislation

BAAR, SWITZERLAND / AGILITYPR.NEWS / April 02, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 043.26, outlining India’s proposal to introduce several new defined terms into its food contact packaging rules.


A 60-day public consultation on draft amendments to the Food Safety and Standards (Packaging) Regulations, 2018, was opened in February 2026 by the Food Safety and Standards Authority of India (FSSAI).


Under the new proposals, six legally defined terms would be introduced into the regulations to differentiate various types of material and packaging. The term ‘non-intentionally added substances’ (NIAS) would also be further clarified to improve regulatory interpretation.


The proposed changes would apply to stakeholders across the food packaging supply chain, including manufacturers, importers, retailers and other intermediaries operating in the Indian market. Comments will be accepted until May 10, 2026.
