Published on March 2, 2026, Regulation (EU) 2026/405 modernizes and replaces the long-standing framework under Regulation (EC) 648/2004. This represents the most significant revision of EU detergent legislation in two decades.
Several new requirements have been introduced, including:
Regulation (EU) 2026/405 came into force on March 22, 2026, and is applicable from September 23, 2029, with transitional arrangements in place. Certain biodegradability testing requirements will apply at a later stage. The update will affect manufacturers, importers, distributors and online sellers of detergents and surfactants sold in the EU.
