New Consumer Product Safety Act for Japan In Effect

BAAR, SWITZERLAND / AGILITYPR.NEWS / December 10, 2025 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 179.25, reporting on Japan’s Consumer Product Safety Act (CPSA), which takes effect on December 25, 2025.


The CPSA applies new requirements to toys intended for children under 36 months. After December 25, 2025, they must be marked with the Product Safety of Consumer Products Mark (PSC), in a location that is easily visible on the product/packaging.


Compliance with the following technical standards will allow infant toys to meet the applicable technical specifications for infant toys:

  • ISO 8124-1:2022 and ISO 8124-2:2023
  • EN 71-1:2014+A1:2018 and EN 71-2:2020, or
  • ASTM F963-23 (limited to sections 4.1, 4.2, 4.5 to 4.19, 4.21 to 4.28, and 4.30 to 4.41)


Japan’s ST2025 standard is also applicable for toys applying for the country’s ST mark scheme. Products must display the intended age range in Japanese, in a manner easily understandable to the general Japanese consumer.
