New Turkish Import Controls on Toys and Other Goods

GENEVA, SWITZERLAND / AGILITYPR.NEWS / February 03, 2025 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 011.25, reporting on three communiqués relating to Turkey’s Risk-Based Control System for Foreign Trade ((Dış Ticarette Risk Esaslı Kontrol Sistemi, TAREKS), the country’s platform for electronically conducted safety and quality inspections on imported goods.


Issued on December 31, 2024, by Turkey’s Ministry of Trade, the three communiqués are as follows:


  • Product Safety and Inspection: 2025/10 for toys, including a list of 56 products and their corresponding HS codes
  • Product Safety and Inspection: 2025/12 for consumer products, together with a list of 66 products and their corresponding HS Codes
  • Product Safety and Inspection: 2025/17 for maternity and baby products, which includes a list of 59 products and HS codes. Certain products must also be inspected for compliance with the Turkish Food Codex Regulation on Substances and Materials in Contact with Food (KODEKS) and the requirements for food contact plastics


Products and HS codes on the established list under Communiqués 2025/12 and 2025/17 must comply with specific restricted substances under Turkey’s Kimyasalların Kaydı, Değerlendirilmesi, İzni Ve Kısıtlanması Hakkında Yönetmelik (KKDIK) regulation, also known as Turkey’s REACH regulation. Other regulatory requirements and standards also apply.
