SGS Issues SafeGuardS Covering New ASTM Safety Specification for Commercial Electric-Powered Adult Scooters

BAAR, SWITZERLAND / AGILITYPR.NEWS / September 14, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 121.26, highlighting the publication of ASTM International's ASTM F3679-26, which sets out safety requirements for commercial electric-powered scooters for adults.


Published in August 2026, ASTM F3679-26, Standard Consumer Safety Specification for Commercial Electric-Powered Scooters for Adults, establishes safety performance requirements and test methods intended to reduce hazards associated with commercial electric scooters rented or leased for use by multiple riders, including shared mobility and shared fleet scooters. It does not apply to individually owned scooters or to vehicles capable of speeds in excess of 32 km/h (20 mph), which fall under the jurisdiction of the National Highway Traffic Safety Administration (NHTSA).


Growing safety concerns associated with scooter use have in part driven the development of ASTM F3679-26. The key requirements in the standard include the following:

  • A maximum vehicle speed limit
  • Mechanical braking systems
  • Specifications for throttle placement and maximum acceleration rate
  • Compliance with UL 2272 and UL 2271
  • Certification of chargers by nationally recognized testing laboratories
  • Battery protection specifications
  • Charger interlocks
  • Controller protections
  • Structural integrity requirements
  • Safety requirements for folding mechanisms, latching systems, guards, pinch-point clearances and tamper-resistant fasteners


Stakeholders across the commercial e-scooter supply chain, including product designers, manufacturers, testing laboratories, importers and shared mobility operators, are affected by ASTM F3679-26. As a voluntary standard, there is no mandatory effective date, with implementation and adoption determined by manufacturers, fleet operators and other stakeholders.
