BAAR, SWITZERLAND / AGILITYPR.NEWS / July 21, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 091.26, focusing on the publication of the ‘Study on DPP Content for Textile Apparel Products under ESPR’ by the European Commission’s (EC) Joint Research Centre (JRC).
The Ecodesign for Sustainable Products Regulation (ESPR) is intended to support a more standardized approach to sustainability-related product information through mandatory digital requirements. In response, the EC JRC study outlines proposed data content for textile apparel products under the ESPR, including how data will be structured and how the Digital Product Passport (DPP) will function as a regulatory gateway to the EU market.
Published in May 2026 by the JRC, the study proposes structuring DPP data into four main categories, aligned with ESPR Annex III:
Granularity and access rights under a role-based model are addressed in the study, which outlines how different stakeholders may access and manage DPP information within the proposed framework. Based on its review of the study, SGS recommends that economic operators map existing product data against the four main categories to strengthen the chain of custody for recycled materials, enhance chemical management systems and align durability testing with international standards. SGS also recommends close monitoring of stakeholder consultation activities and associated EC impact assessment processes.
The Textile Delegated Act is expected to be adopted by the EC by late 2027 and will subsequently apply to apparel products placed on the EU market. Compliance with the DPP requirements is expected to become mandatory for apparel sold on the EU market following the applicable transition period.
