PITTSBURGH, PA / AGILITYPR.NEWS / July 15, 2020 / Shikun and Binui America (SBA), along with Shikun & Binui Concessions USA, Inc. (SBC), as part of North Link Partners, has been selected as a finalist for the Georgia Department of Transportation (GDOT)/State Road & Tollway Authority (SRTA) State Route (SR) 400 Express Lanes Major Mobility Investment Program (MMIP) Project in Forsyth and Fulton Counties, GA. SBA and SBC, focused on infrastructure construction and development, concessions, and energy, in the U.S. are part of the global company, Shikun and Binui, Ltd. For this pursuit, Shikun & Binui is partnered with Acciona for the development/equity team and also for the construction JV. John Laing is also partnered on the development/equity team.
Public Private Partnerships (P3) comprise a range of contractual frameworks between public and private entities. The SR-400 contractual framework (DBFM) is one in which the private entity leads all development, design, construction, finance, and maintenance of the project, and in return receives scheduled payments in the form of construction grants and long-term periodic payments.
This project to improve mobility will cover 16 miles and include the addition of two buffer-separated express lanes from the North Springs MARTA Station and McGinnis Ferry Road, with one buffer-separated express lane continuing on to McFarland Parkway. Additionally, to accomplish the extra lanes, 14 new bridges will be built, 9 bridges will be replaced, and 7 bridges widened. Once constructed, the contract will also include a 35-year maintenance period.
Construction is planned to begin in 2022 with completion in 2027. The estimated cost by GDOT is $1.3B.
