BAAR, SWITZERLAND / AGILITYPR.NEWS / November 26, 2025 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 168.25, highlighting the publication of Commission Regulation (EU) 2025/2240 on November 6, 2025. This Regulation revises transitional measures for food contact plastics made with salicylic acid or untreated wood flour and fibers.
Concerns about the toxicity of these substances and a lack of consistent data have led to their restriction under EU law, with industry moving towards safer alternatives such as bio-based fillers and approved polymer additives and modifiers.
Food contact materials (FCM) made from these substances were delisted under Regulation (EU) 2023/1442 in 2023, prompting new compliance obligations for manufacturers, brands and supply chains. Under the new update, these measures have been adjusted. An authorized application must still be submitted by August 1, 2024; however, the timescale for permitted market entry has been extended, allowing affected products to remain on the market during the regulatory transition period.
The new Regulation, 2025/2240, will enter into force on November 26, 2025.
