UK Holds Consultation Over 15 Proposed SVCHs

BAAR, SWITZERLAND / AGILITYPR.NEWS / April 02, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 040.26, detailing the UK’s consultation on plans to add 15 chemicals to the UK REACH Candidate List of substances of very high concern (SVHCs).


These proposed SVHCs are used across a wide range of consumer and industrial products, including textile dyes, adhesives, paints and coatings, cosmetics and inks. The substances under consultation are:

  • Bis(2-(2-methoxyethoxy)ethyl)ether (aka tetraglyme)
  • Dioctyltin dilaurate, stannane, dioctyl-, bis(coco acyloxy) derivs, and any other stannane, dioctyl-, bis(fatty acyloxy) derivs. wherein C12 is the predominant carbon number of the fatty acyloxy moiety         
  • 2,2-bis(bromomethyl)propane-1,3-diol (BMP)
  • 2,2-dimethylpropan-1-ol, tribromo derivative/3-bromo-2,2-bis(bromomethyl)-1-propanol (TBNPA)
  • 2,3-dibromo-1-propanol (2,3-DBPA)
  • 2-(4-tert-butylbenzyl)propionaldehyde and its individual stereoisomers
  • Orthoboric acid, sodium salt       
  • 6,6'-di-tert-butyl-2,2'-methylenedi-p-cresol (aka DBMC)
  • Tris(2-methoxyethoxy) vinyl silane
  • N-(hydroxymethyl) acrylamide
  • 2,2',6,6'-tetrabromo-4,4'-isopropylidenediphenol (aka tetrabromobisphenol A, TBBPA)
  • Barium diboron tetraoxide
  • Diphenyl(2,4,6-trimethylbenzoyl) phosphine oxide
  • 2-(dimethylamino)-2-[(4-methylphenyl)methyl]-1-[4-(morpholin-4-yl)phenyl]butan-1-one (aka Omnirad)
  • Bis(α,α-dimethylbenzyl) peroxide
  • 6-[(C10-C13)-alkyl-(branched, unsaturated)-2,5-dioxopyrrolidin-1-yl]hexanoic acid (aka Tetra-PSCA)
  • Reactive Brown 51


The six-week consultation was launched on March 9, 2026, by the UK’s Health and Safety Executive (HSE), following the release of a new strategic approach statement from the Department for Environment, Food and Rural Affairs (Defra). It remains open for comments until April 20, 2026.


The UK REACH Candidate List identifies substances linked to severe human health or environmental impacts, including carcinogenicity, mutagenicity and persistent, bioaccumulative properties. Inclusion on the Registry of SVHC Intentions (RoI) imposes obligations on suppliers of the substances and allows stakeholders to follow the SVHC identification process from intention to final outcome.
