US CPSC Publishes Final Rule for Implementation of eFiling of Certificates of Compliance

GENEVA, SWITZERLAND / AGILITYPR.NEWS / January 17, 2025 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 189.24, highlighting the US Consumer Product Safety Commission’s (CPSC) approval of its final rule on the implementation of electronic filing (eFiling) of certificates of compliance (CoC) for regulated consumer products.


The new rule was published in the Federal Register on Jan 8, 2025. It will come into force 18 months from the date of publication, giving an effective date of July 8, 2026, unless the regulated products enter from a Foreign Trade Zone (FTZ) for consumption or warehousing, in which case their effective date is January 8, 2027. 


Mandatory eFiling will significantly impact the way products enter the US market. It will apply to all consumer products subject to mandatory safety standards and requiring certification, including de minimis shipments.


The CPSC will invite up to 2,000 additional importers to sign up for voluntary eFiling while the new system is tested and before it becomes mandatory.
